Voltaire was a great French writer, historian and philosopher, below is an excerpt from his Philosophical Dictionary. Apparently, not much has changed since the 18th Century...


Few bankruptcies were known in France before the sixteenth century. The great reason is that there were no bankers. Lombards, Jews lent on security at ten per cent: trade was conducted in cash. Exchange, remittances to foreign countries were a secret unknown to all judges.

It is not that many people were not ruined; but that was not called bankruptcy; one said discomfiture; this word is sweeter to the ear. One used the word rupture as did the Boulonnais; but rupture does not sound so well.

The bankruptcies came to us from Italy, bancorotto, bancarotta, gambarotta e la giustizia non impicar. Every merchant had his bench (banco) in the place of exchange; and when he had conducted his business badly, declared himself fallito, and abandoned his property to his creditors with the proviso that he retain a good part of it for himself, be free and reputed a very upright man. There was nothing to be said to him, his bench was broken, banco rotto, banca rotta; he could even, in certain towns, keep all his property and baulk his creditors, provided he seated himself bare-bottomed on a stone in the presence of all the merchants. This was a mild derivation of the old Roman proverb–solvere aut in aere aut in cute, to pay either with one’s money or one’s skin. But this custom no longer exists; creditors have preferred their money to a bankrupt’s hinder parts.

In England and in some other countries, one declares oneself bankrupt in the gazettes. The partners and creditors gather together by virtue of this announcement which is read in the coffee-houses, and they come to an arrangement as best they can.

As among the bankruptcies there are frequently fraudulent cases, it has been necessary to punish them. If they are taken to court they are everywhere regarded as theft, and the guilty are condemned to ignominious penalties.

It is not true that in France the death penalty was decreed against bankrupts without distinction. Simple failures involved no penalty; fraudulent bankrupts suffered the penalty of death in the states of Orleans, under Charles IX., and in the states of Blois in 1576, but these edicts, renewed by Henry IV., were merely comminatory.

It is too difficult to prove that a man has dishonoured himself on purpose, and has voluntarily ceded all his goods to his creditors in order to cheat them. When there has been a doubt, one has been content with putting the unfortunate man in the pillory, or with sending him to the galleys, although ordinarily a banker makes a poor convict.

Bankrupts were very favourably treated in the last year of Louis XIV.’s reign, and during the Regency. The sad state to which the interior of the kingdom was reduced, the multitude of merchants who could not or would not pay, the quantity of unsold or unsellable effects, the fear of interrupting all commerce, obliged the government in 1715, 1716, 1718, 1721, 1722, and 1726 to suspend all proceedings against all those who were in a state of insolvency. The discussions of these actions were referred to the judge-consuls; this is a jurisdiction of merchants very expert in these cases, and better constituted for going into these commercial details than the parliaments which have always been more occupied with the laws of the kingdom than with finance. As the state was at that time going bankrupt, it would have been too hard to punish the poor middle-class bankrupts.


Since then we have had eminent men, fraudulent bankrupts, but they have not been punished.

The Supervising Minister of Information, Edem Duke has said that President Goodluck Jonathan has no plan to sack the chairman of the Independent National Electoral Commission (INEC) He however noted that Jega’s exit as the chairman of the nation’s electoral umpire will take natural course.

The minister, who was answering questions from journalists on the purported plans by government to send the INEC chairman on terminal leave said, urged the media to exercise due diligence in separating propaganda and the truth.

“Those who are competing for office and have no record to back their aspirations have spent a lot of money in building the social media propaganda. Some of them, their prowess is propelled by the social media and they are creating something that is not. “They recruited international PR companies to build a product that does not exist. But please be guided by the fact that truth struck down a thousand times will rise up again. You cannot use all the social media and billboards to say that the trains that were not working are now working,” he said.

Duke observed that the Yoruba Youth Worldwide and the Northern Elders Forum’s endorsement of President Jonathan is an eloquent testimony to Jonathan’s achievement, which cuts across all the sectors of the nation’s economy.

The minister, who solicited the cooperation of the media in ensuring a hitch free elections said: “I came with enthusiasm and determination considering the general elections that is forthcoming and expectations from Nigerians. “I urge the media to apply a sense of patriotism, decorum and be guided by professionalism and the tenets of our profession. Pursue the agenda of sustaining national unity and inter-religious harmony and ensure that Nigeria come out stronger. We must be sensitive of the words that come out from individuals and groups clamouring to lead this nation,” he added. -

If you know that plague killed millions of people in medieval Europe than you will realise how relieved rats must be to read this. That is if they can read of course... #Hehehe

A Norwegian-led study has dismissed the widely accepted idea that Europe’s rats became infected with plague-carrying fleas that killed up to 200 million people over the following five centuries.

Rather, the researchers believe the pandemic was repeatedly reintroduced to Europe by traders travelling from near modern day Pakistan.

The study, published this morning in the Proceedings of the National Academy of Sciences, offers a “new perspective” on the transmission of plague-causing bacteria across Eurasia.

Rather than “a single introduction at the time of the Black Death” — the catastrophic 1340s outbreak that wiped out around a third of Europe’s population — the pandemic was repeatedly triggered by “a climate-driven intermittent pulse of new strains arriving from Asia”, the paper says.

“Our analysis finds no support for the existence of permanent plague reservoirs in medieval Europe.”

The paper says bacteria-carrying fleas normally live in the fur of small rodents such as gerbils, Altai marmots and long-tailed ground squirrels — all native to Central Asia — as well as the more ubiquitous rats. It says the fleas only go in search of human hosts when rodent populations go into steep decline, usually because of sudden shifts in the climate.

The research team scoured the historical record for rodent “reservoirs” that would have been capable of consistently infecting Europeans. It crossmatched a database of over 7700 plague outbreaks in Europe between the 13th and 19th centuries with climate change records across Europe and Asia.

After ruling out plague outbreaks likely to have been caused by infected visitors from nearby areas, the researchers came up with a list of just 16 spontaneous epidemics. None of these coincided with climate fluctuations in Europe.

But most occurred 15 years after climate shifts in the distant Karakorum mountain range of northern Pakistan, which were near medieval trade routes. “A plausible suggestion is that caravans were responsible for transporting plague between Asia and Europe,” the paper says.

“Camels are known to become infected relatively easily from infected fleas and can transmit the disease to humans.”

The paper says the findings explain how the Bubonic plague kept appearing in Europe even though large tracts of the continent had no rats.

It says its conclusions could be confirmed by analysis of ancient DNA of the plague-causing bacteria, Yersinia pestis, from the remains of European plague victims.

Volvo Set to Put Self-Driving Cars on the Road in 2017

Volvo’s new self-driving cars could be better drivers than humans

Swedish Carmaker Volvo Cars announced this week that it had completed designs for self-driving cars which it plans to put on the road in two years.

“Volvo Cars has designed a complete production-viable autonomous driving system,” Peter Mertens, head of Volvo’s research and development said in a statement.

“The key to making this unprecedented leap is a complex network of sensors, cloud-based positioning systems and intelligent braking and steering technologies.”

The Chinese-owned group is locked in a race with its Japanese competitors Nissan and US Internet giant Google to be the first to put fully automated cars into circulation.

“Autonomous driving will fundamentally change the way we look at driving,” said Mertens, calling the venture “uncharted territory” and underlining the challenges of meeting strict safety requirements.

The group said it has developed an “autopilot” with backup systems that will continue to function safely even if certain parts stop working. It also claimed that the new car would react “faster than most humans” in an emergency.

“Making this complex system 99 percent reliable is not good enough. You need to get much closer to 100 percent before you can let self-driving cars mix with other road users in real-life traffic,” said Erik Coelingh, a Volvo technical specialist.

On the roads by 2017

Volvo Cars plans to put 100 self-driving cars on roads around the Swedish city of Gothenburg in 2017 in a pilot initiative with Sweden’s transport authority and local government.

Volvo Car Corporation is a separate entity from the Volvo Group, the maker of trucks, buses and construction machinery, since the auto company was sold to Ford in 1999. It was sold to Geely in 2010.

How Hackers can Track your Phone through Battery Usage



Seems like science-fiction at first but it is apparently true...

Hackers can track phone users’ location by looking at power supply

Researchers have found out it is possible to track someone’s mobile phone by looking at how much battery has been used. The data does not need the users’ permission to be shared, while it can help track a phone with up to 90 percent accuracy.

The findings were carried out by a group of researchers at Stanford University and the Israeli defense company Rafael. The created a technique, which they have named PowerSpy and can gather information concerning the location of Android phones. It does this by simply tracking how much power has been used over a certain time.

How much power is used depends on a number of factors. For example, the further away the phone is from a transmitter, the more power is needed to get a signal. Physical objects such as mountains or buildings also have an impact on the amount of battery needed as these obstacles can block the phone’s signal, meaning there are temporary ‘power drains’ on the devices.

“A sufficiently long power measurement (several minutes) enables the learning algorithm to ‘see’ through the noise,” the researchers said, which was reported by Wired. “We show that measuring the phone’s aggregate power consumption over time completely reveals the phone’s location and movement.”

However, there is a catch. The spying technique only works if the person has traveled along that route before. It is also impossible to gain any data if the hacker has not walked along the same routes previously.

The researchers gathered data from phones as they drove around the Bay Area in California and the Israeli city of Haifa. They then compared the data they had collected with an LG Nexus 4 cell phone. For each test which was carried out, the team chose a different, unknown route. Wired magazine reports that they were able to identify the correct one with 90 percent accuracy.

“If you take the same ride a couple of times, you’ll see a very clear signal profile and power profile,” says Yan Michalevsky, one of the researchers from Stanford. “We show that those similarities are enough to recognize among several possible routes that you’re taking this route or that one, that you drove from Uptown to Downtown, for instance, and not from Uptown to Queens,” according to the Wired.

President Jonathan: Elections Must Hold As Scheduled by INEC



President Goodluck Jonathan has declared that: "we must conduct elections as scheduled by INEC". He said this at the commissioning of 4 new ships in the fleet of the Nigerian Navy; NNS CENTENARY, NNS OKPABANA, NNS PROSPERITY and NNS SAGBAMA.

Expressing confidence in the armed forces to "route" Boko Haram, the president commended the military for their recent successes against insurgents and reduction in theft of crude oil whilst condemning increased vandalism of gas pipelines that have affected electricity generation and supply.

This declaration by President Jonathan on holding the elections as scheduled by the Independent National Electoral Commission comes a day after its Chairman, Professor Attahiru Jega declared in the Senate that he could not guarantee that elections would hold on March 28 due to factors beyond his control.

This had created apprehension about the electoral process and what might happen if elections don't hold as scheduled.

3. Lazy Bloggers
These people appreciate and understand that blogging has great value and can have a positive impact on their lives but are not ready to put-in the required effort and resources to build a successful blog.
This post is directed at this category of people in particular. Of course, other people should enjoy reading it as well.

The challenge for lazy bloggers is the daunting nature of building and at least sustaining a great blog. You have to generate and distribute great content, analyse your traffic to build on what works for you, retain old readers and gain new ones.

These activities take hard work for you to see positive results and the lazy blogger isn't cut-out for them. The irony is that the lazy blogger does want to achieve some degree of success too.

My advice to you lazy blogger is to focus your blogging efforts on one important thing to 'leverage' on your laziness. It is for you to focus on great content because the Internet is structured in such a way that the big search engines like Google, Bing and Yahoo crawl it looking for great content that people are searching for. If you can provide it, you'll get a lot of traffic from search engines.

So, write great content for your blogging niche frequently or pay someone to write for you and see how much of a difference this will make to your blog.

INEC Cannot Guarantee Elections will Hold on March 28 and April 11



Independent National Electoral Commission (INEC) Chairman, Professor Attahiru Jega whilst answering questions from Senators at the plenary session of the Senate today where senators asked him several questions regarding the forthcoming elections.

Senator Gbenga Ashafa representing Lagos East senatorial district sought the assurance of the INEC Chairman that elections would hold on March 28 for Presidential and National Assembly elections whilst Gubernatorial and State House of Assembly elections would hold on April 11, 2015.

Responding to this, Professor Jega stated that it was difficult to give such a guarantee because "there are things under INEC's control and there are things outside of INEC's control. It is futile to make pronouncements on things that are outside of INEC's control." He said questions about things outside of INEC control should be directed to the appropriate quarters.

Professor Jega also explained that it is not possible to use Temporary Voters Card (TVC)because it had been discovered that there are 4 million people who did double registration to obtain them and their names had been struck out of the voter's register. Attempting to use TVCs on election day would lead to chaos as the people with TVCs that had committed double registration fraud would not be able to vote and would protest at polling units as happened in Anambra during the gubernatorial election there in 2013.

3. Click on the 3 small vertical boxes on the top right hand corner of your screen, you'll see a drop-down menu.

4. Click on mute and select the period for which you want to mute the group between 8 hours, 1 week and 1 year.

5. In addition, untick the 'show notifications' box.

6. Click on ok.

You should repeat this process for other groups until you are satisfied.

Please note that you would still be able to read the group messages even after muting them. Hence, you're not missing anything other than the disturbing notifications.

Naira Expected to Fall Further As it Reaches All Time Low

The naira fell 2 percent on Wednesday and currency forwards priced in more devaluation to come as Nigeria's political and security crisis escalates, while other emerging markets also retreated in face of a stronger dollar.

The naira is down more than 10 percent against the dollar this year despite repeated central bank interventions, weighed on by the postponement of Feb. 14 elections, weak oil prices and an Islamist insurgency. Standard and Poor's on Tuesday placed Nigeria on creditwatch negative.

One-year non-deliverable forwards priced the naira at 268 per dollar.

"Investors are waiting for another formal devaluation. The question is can the central bank hold on until elections before making the move?," Renaissance Capital's head of research, Charles Robertson, said.

The jump in overnight bank funding costs to 100 percent highlighted the strain on the currency regime, he said.

On stocks and bonds, the Lagos equity index, one of the main components of the MSCI frontier index, is down 16 percent year-to-date while Nigeria's 2023 dollar bond fell one cent on Wednesday to stand 7 cents lower since the end of 2014. .

"It's not easy to pull money out of Nigeria, the market is not that liquid. I suspect people who had maturing bonds have been taking money out and equity funds who were receiving cash have been putting it elsewhere (in other frontier markets)," Robertson said, forecasting that the naira would settle around 220 per dollar.

Hotel Employs Humanoid Robots in Japan

A new hotel in Japan has taken the concept of ‘high-tech’ to a whole new level by enlisting the help of human-like robots that establish eye contact, respond to body language and speak multiple languages.

When the two-story hotel, called Henn-na Hotel, which translates as Strange Hotel, opens its doors on July 17, robots will be waiting to greet guests and check them in.

Three “actroids” will serve as receptionists, having conversations in English, Japanese, Chinese and Korean and interpreting voice inflection and body language.

There will be seven other robots to start, and they will perform duties such as carrying bags to rooms or providing maid service.

The hotel, located in Huis Ten Bosch theme park in Nagasaki Prefecture, Japan, will boast 72 rooms, with an additional 72 rooms slated to be completed in 2016. Rooms will start at $60 a night.

Other futuristic characteristics of the hotel include having facial recognition in place of room keys and room temperature that is automatically adjusted based on radiation panels that will monitor guests’ body heat. Rather than calling the front desk, guests can use a hotel-provided tablet to request amenities.

Massive Number of Lobsters Crawl out of Sea




It is the invasion of aliens ... or maybe not.

Around half a ton of rock lobsters have crawled out of the sea at Elands Bay, north of Cape Town, Eyewitness News reported on Saturday.

They crawled out due to a drop in oxygen levels, Western Cape fisheries department spokesperson Lionel Adendorf was quoted as saying.

It was unknown whether they came out on Friday or Saturday.

Adendorf said authorities were collecting the surviving lobsters and placing them in unaffected waters.

The report said that the drop in oxygen levels had been caused by an 'algal bloom' which stretched around 80km along the west coast.

INEC Postpones Nigerian Elections

After a series of long meetings with critical stakeholders lasting for about 12 hours, the Independent National Electoral Commission (INEC) has announced the shift of Presidential and National Assembly elections from February 14, 2015 to March 28, 2015 whilst the gubernatorial elections and state house of assembly elections moved from February 28, 2015 to April 11, 2015. This follows the position of Nigerian security agencies that have insisted that they would not be able to provide security for INEC staff and election materials if the election went ahead as originally scheduled.

INEC has hinged its decision on Section 26 (1) of the Electoral Act 2010 (amended) whuich states that: "Where a date has been appointed for the holding of an election, and there is reason to believe that a serious breach of the peace is likely to occur if the election is proceeded with on that date or it is impossible to conduct the elections as a result of natural disasters or other emergencies, the commission may postpone the election and shall in respect of the area, or areas concerned, appoint another date for the holding of the postponed election provided that such reason for the postponement is cogent and verifiable."

INEC Chairman, Professor Attahiru Jega  at the press conference urged all stakeholders to take the decision in "good faith" as it has been taken to deepen democracy in Nigeria.

On the issue of allowing the resumption of transfer for voters who now live in areas different from the places they registered, Professor Jega said "it is not possible". He urged the media to do thorough investigations before reporting "wild accusations and allegations" regarding his integrity and fairness.

However, the commission will work to ensure that more Nigerians that have registered will be able to collect their Permanent Voter's Card (PVC).

Lagos State Government Declares Tomorrow Work Free Day




Breaking news on Lagos Television LTV indicates that the Lagos State government has declared tomorrow, Friday, 6th of February 2015 as a work-free day for its workers and encourages private employers to give their employees leave to collect their permanent voter's card also known as PVC. The collection exercise is scheduled to end on Sunday, February 8, 2015 with the Presidential election slated to hold on February 14, 2015.

Windows XP, 7 Still Dominate Desktop OS Market



I agree with this because I still use Windows 7 and I have learnt that Windows 8 and 8.1 computers especially laptops have durability and reliability issues...

Windows XP, 7 still dominate desktop OS market -study

They're supposed to be dead or dying, but two aged versions of Microsoft's Windows operating system are still very much alive and kicking.

Figures from analytics firm NetMarketShare.com showed Windows 7 and - surprise! - XP combining to take nearly three-fourths of the desktop OS market for January 2015.

According to the figures, Windows 7 continues to lord it over the market with a share of 55.92 percent, followed by XP with 18.93 percent.

Windows 7, which debuted in 2009, is being replaced with Windows 8 and 8.1. On the other hand, Microsoft officially ended support for XP, which debuted in 2001.

The third placer, Windows 8.1, had a much smaller market share in January with 10.04 percent, while Windows 8 was fourth with 3.79 percent.

Apple's Mac OS X 10.10 (Yosemite) was fifth with 3.45 percent.

Other operating systems that registered in NetMarketShare's analytics with shares of at least 0.1 percent included:

Windows Vista, 2.44 percent
OS X 10.9 (Mavericks), 1.82 percent
Linux, 1.34 percent
OS X 10.6 (Snow Leopard), 0.65 percent
OS X 10.7 (Lion), 0.53 percent
OS X 10.8 (Mountain Lion), 0.48 percent
Windows NT, 0.21 percent
OS X 10.5 (Leopard), 0.12 percent

Meanwhile, Windows 10, Microsoft's upcoming operating system, is getting a 0.05 percent share of the market.

On the other hand, way outdated versions of Windows are still showing up - Windows 98 and even 3.1 (0.03 percent each).

"Perhaps this is why Windows 10 will be a free upgrade to both Windows 7 and Windows 8 owners: Windows 7 users simply refuse to give up using Microsoft’s older OS," PC World commented.

PC World also noted Windows 8.1's share is up from 9.49 percent in December but below the 12.1 percent it enjoyed in November.

It added Windows 8 continues to decline, "most likely indicating that users are simply upgrading to the latest version of the OS."
